Enrich Lives Through Outdoor Adventure and Education – Make a Gift and Receive a Tax Credit!

 Through Pennsylvania’s Educational Improvement Tax Credit (EITC) Program, you can support College Settlement’s life-changing outdoor education programs for children and receive substantial tax credits in return. Your donation helps empower underserved youth, providing them with transformative outdoor experiences, while you receive up to 90% of your donation back in PA state tax credits. It’s a win-win!


How the EITC Program Works:

  1. Donate and Get a Tax Credit: As a PA taxpayer, your eligible donation to College Settlement can qualify for a 90% state tax credit (for a two-year commitment) or 75% (for a one-year commitment). This means a $3,500 gift could only cost you $350 (after the tax credit), and the entire donation goes directly to supporting children in our programs.
  2. Make a Difference for Kids: Your donation will directly fund scholarships for underserved children, providing them with access to transformative outdoor education, leadership development, and nature-based experiences that will change their lives.
  3. Simple Process: Through a Special Purpose Entity (SPE), individuals can make their donation and receive their tax credits. College Settlement is partnered with the Central Pennsylvania Scholarship Fund (CPSF), which helps manage the EITC process.


Why Should You Participate?

  • Maximize Your Giving: Your gift will be leveraged through the EITC program. For every $3,500 you donate, College Settlement will receive the full amount, while you will receive up to 90% of your donation back in tax credits.

  • Easy Process, Big Impact: Thanks to CPSF, you’ll work with a trusted organization that handles the logistics, ensuring 100% of your donation reaches College Settlement to support our programs.


The Partnership with CPSF

College Settlement is working with Central Pennsylvania Scholarship Fund (CPSF), a trusted nonprofit that facilitates donations through the Special Purpose Entity (SPE). CPSF is managed by Randy Tarpey, CPA, who ensures that 100% of your donation will go directly to College Settlement.


Through this partnership, your donation will be used to support children from any school to attend College Settlement programs. You can even specify the school you want to support.


How Do You Participate?

  1. Join the SPE: To participate, you need to complete a Joinder Agreement and become a member of the SPE. Once you become a member, your donation will be submitted for the available tax credits.
  2. Commit to a Minimum Donation: The minimum donation to qualify for the EITC program through the SPE is $3,500. After the tax credit, your out-of-pocket cost will be less than $350 annually for a two-year commitment.
  3. Tax Credit Process: The SPE will apply for the credits on your behalf, typically in May, and notify you of the credit award in the fall. You will then transfer your donation within 30 days to the SPE.
  4. Qualifying Taxes: The EITC tax credits can be applied to a variety of Pennsylvania state taxes, including:
    • Corporate Net Income Tax
    • Capital Stock Franchise Tax
    • Bank and Trust Company Shares Tax
    • Title Insurance Companies Shares Tax
    • Insurance Premiums Tax
    • Mutual Thrift Institution Tax
    • Personal Income Tax for S Corporation Shareholders and Partners/Members


Donor Eligibility for the SPE

To participate, you must meet the following qualifications:

  • Be a shareholder, partner, member, or employee of a business firm that is authorized to do business in Pennsylvania (e.g., owning one share of Comcast stock qualifies).
  • Sole proprietorships and entities not subject to tax are not eligible to participate.
  • Minimum donation is $3,500 for a two-year commitment, which will result in a cost of less than $350 annually after the tax credit.
